2004/15 To Approve Minutes of 2004-01-20
The Chairman having circulated the minutes of the Parish Council Meeting, held on 2004-01-20; Cllr. Rodger proposed and Cllr. Ryder seconded that they be accepted as a true record and this was agreed by all present.
2004/16 To deal with matters, if any, remaining from the previous meetings
2003/128 - Stone Troughs - Cllr. Dean reported that John Trigg - stonemason,
had recently suffered a heart attack.
2004/04 - Speed Restriction - Highways will explore the option of upgrading
the 30 m.p.h. signs for Thistleton Road and will purchase "Kill your
Speed" signs.

2004/18 To authorise payments of accounts/S137 and note balances
No invoices had been received for payment.
The Chairman circulated the Monthly Statement of Accounts and Quarterly Statement
of Accounts.
2004/19 To receive Planning Applications
Members agreed to support the following applications -
- FUL/2004/0072/9/MT - 3 Berrybushes - Single storey extension
- LBA/2004/0131/9/MT - 3 Berrybushes - Single storey extension
- CAT/2004/0037/MT* - 38 Main Street - Removal of three or four branches
- CAT/2004/0049/MT - St. Peter & St. Paul Church - Removal of deadwood from 2 Lime trees and reduction of one by a half and one by a third.
Members noted that the following had received permission-
- LBA/2003/1136/9/AH* - 38 Main Street - Internal staircase
- LBA/2003/0261/9/AH** - 19 Main Street - Replacement window

2004/20 Parish Plan update
Cllr Dean and Cllr. Ryder informed members that the Parish Plan was progressing quite well, in fact the draft questionnaire was in a fairly advanced stage. The Chairman reported that he had signed the Application Form for the Parish & Towns Grant on behalf of the Parish Plan Steering Group.
2004/21 Tree Planting Scheme
The Chairman had spoken to Ken Taylor of the International Tree Foundation to clarify the tree-planting scheme submitted by the Leicestershire County Council. This tree-planting scheme would be undertaken in two or three phases.
2004/22 To discuss future/repair or replacement of Millennium Sculpture
Members were concerned about the fragility of the Millennium Sculpture and questioned whether to get it replaced/repaired (for the total sum of £500) or whether to plant an ornamental tree in its place instead. Cllr. Dean would investigate the size of the foundation plinth, as this might prove costly to remove also!

2004/24 To note date of next meeting
The date of the next meeting was arranged for Wednesday 10 March 2004 at 7-30 p.m. in the Church Meeting Room.
There being no other business, the meeting closed at 8.28 p.m.
