2004/130 To Approve Minutes of the Parish Council Meeting of 22-9-2004
The Clerk circulated the minutes of the Parish Council Meeting held on Wednesday 22 September 2004. Cllr. Dean proposed and Cllr. Stewart seconded that they be accepted as a true record and this was agreed by all present.
2004/131 To deal with matters, if any, remaining from last meeting
- 2004/85 - Millennium Sculpture - Cllr. Rodger informed members that the repair to the Millennium Sculpture was now taking place. As the sculpture was ‘top heavy’, concern was expressed as to how it could be secured without toppling over and injuring someone. It was agreed that the Chairman would discuss the siting of the sculpture with Steve Gluning and if it was unacceptable to ‘fix and secure’ it firmly in place, it was suggested that Rutland Museum should retain it for public display.
- 2004/113 - Bowling Green Lane visibility on to Main Street - The Clerk having written to the occupants of 48 Main Street had received a telephone message from Mr Allison, who wished to discuss a solution to the parking of his vehicles away from this blind bend. The Clerk contacted Cllr. Rodger and the Chairman, who had arranged to meet Mr. Allison in the next few days.
- 2004/122 - 30 mph speed signs - The Chairman informed members that when the 30 mph speed signs on the Thistleton Road are relocated by Highways, they have agreed to move the village sign at the same time. The Clerk informed members that the cost of providing a sign - "Please drive slowly through our village" would be approximately £280.00 per sign (£840 for three access roads into village) and members agreed not to pursue the matter further.

There were several items of correspondence to circulate/notices for meetings:

2004/133 To authorise payments of accounts/S137 and note balances
Cllr. Rodger proposed and Cllr. Dean seconded that the following invoice be authorised for payment:
- ABB Ltd - Street Light Maintenance - £124.61 (including VAT)
The Clerk having circulated the September Monthly Statement of Accounts, also circulated the Quarterly Statement of Account and members noted the balance. The Clerk informed members that he had reclaimed six months VAT amounting to £565.92 rather than waiting for twelve months which has previously been the custom. He pointed out that the balance at the bank, after taking into account ABB’s cheque, was £7282.65 (i.e. current account - £3669.09 - deposit account - £3613.56).
2004/134 To receive Planning Applications
Cllr. Ryder reported on the Planning training meeting held at RCC on Thursday 23rd September 2004 and explained that you have to have clear reasons for objections. Members were then quizzed whether certain aspects merited approval or objection, e.g. privacy being a consideration; right of light, right of view. It was pointed out and agreed that planning applications should now be listed on the agenda, to enable councillors to familiarise themselves with the application sites.
Members noted that the following applications had been given permission:
- CAC/2004/0829/AH - 31 Bowling Green Lane - Demolition of lean-to garage and part of kitchen.
- FUL/2004/0828/AH - 31 Bowling Green Lane - Construction of 2 storey extension to side (north) elevation, single extension to rear (west) and garage to side (south) elevation.
- FUL/2004/0852/MT - 16 Berrybushes - single storey extension.
2004/135 To Consider Welcome Pack to Village
Members discussed the merits of producing a Welcome Pack to the Village and the best way forward to achieve this. The Clerk was asked to advertise this project in the Outreach magazine; Cllr. Ryder agreed to form a working group from the village, to co-ordinate and cost out the project.
2004/136 To discuss Christmas Party for O.A.P.'s
Cllr. Stewart explained that RAF Cottesmore had for several years hosted a Christmas Party for O.A.P.’s from Cottesmore and he had asked the Commanding Officer of Cottesmore if this invitation could be extended to O.A.P.’s from Market Overton. It was agreed that the Chairman should discuss the matter with the Chairman of Cottesmore Parish Council; to gain acceptance for our O.A.P.’s to join the party and if accepted to finalise the arrangements of transport, etc.
2004/137 To consider By-Law to prohibit parking on grass verges & open spaces
Cllr. Rodger explained the implications of introducing a By-Law prohibiting parking of vehicles on grass verges and open spaces, which would cost several thousands of pounds. It would rely solely on the Parish Council to police the scheme and pursue the matter through the Magistrates Court. Members thought that the scheme was too expensive to implement and would create a lot of ill-feeling with residents if it was ever introduced.
It was pointed out that some residents on Thistleton Road were parking on the grass verge opposite their properties and to discourage this and create a more safe route to the doctor’s surgery, the Parish Council should pursue with RCC/Access Group a scheme to provide a new foot-way opposite the Bowling Green Lane junction to the industrial estate junction.
2004/138 To finalise arrangements for Tree Planting
The Clerk reported that he had attended a meeting with representatives from the International Tree Foundation and George Shepherd - Village Tree Warden. It was agreed that a photo-call would take place at 14:30 on Friday 3rd December 2004 on the grass verge opposite the stocks where three trees would be planted and councillors agreed to attend. The rest of the tree planting would take place the following morning at 10:00 and a flyer would be circulated to the whole village for volunteers to assist with the planting.
