MINUTES
2006/095 Present
Cllr's. Crowther, Dean, Hudson, Rodger, Stewart, Warwick and C/Cllr. Rob Toy. The Chairman opened the meeting and Cllr. Stewart introduced Angela Essom - Community Consultation Officer for Rutland and John Elliott - Rutland County Council Development Officer.

2006/098 To approve Minutes of 2006-06-07 and 2006-07-12
Cllr. Stewart proposed, Cllr. Warwick seconded that the Minutes of 7 June 2006 be accepted as a true record and this was agreed. Cllr. Hudson proposed, Cllr. Rodger seconded that the Minutes of 12 July 2006 be accepted as a true record and this was agreed.
2006/099 To meet Angela Essom & discuss Parish Plan
Cllr. Stewart summarised each item marked 'B' listed on the Parish Plan and members' received useful hints and advice on how to action them. Angela Essom complemented the Parish Council on the progress they had made so far.
2006/100 To deal with matters, if any, remaining from previous meetings
- 2004/148 - The Old Manor House* - A draft deed of Access Grant was still to be completed, which allowed access only over the RCC car-park. It was confirmed that no services i.e. gas, electric or drainage would be allowed through RCC land.
- 2006/090 - Litter bins - RCC had quoted £400+VAT per bin (including installation).
- 2006/092 - Grass cutting - Members compared quotations and approved Brittens to undertake grass cutting for the 2007 season.

2006/101 To receive Correspondence
- Alliance & Leicester - reduction in interest rates.
- Leicestershire Constabulary - village contact request.
- Central Network - unmetered supplies survey.
- NCHA - informing PC that the planners want to reconsider the design and layout of the affordable housing scheme and members questioned why.
- RCC - Village Services survey - told to read Parish Plan on deposit!
2006/102 To authorise payments of accounts
Members' agreed that the following be authorised for payment -
- P.C.D.F. - £150.00
Members' noted balances on the Monthly Statement of Accounts.
2006/103 To receive Planning Applications
Members agreed to support the following application-
- CAT/2006/0746/MT - Fell 1 Ash Tree - Rose Cottage*, 4 Teigh Road
Members noted the approval of the following-
- LBA/2006/0592/DTR - 3 Main Street* - replace external door.
- CAT/2006/0616/MT - 40 Main Street - remove overhanging boughs.

2006/104 Bowling Green Lane (Update)
C/Cllr. Toy informed members that the issue had been discussed by the Cabinet and was going to be scrutinised. Members' wanted consultants to explore alternative schemes for Bowling Green Lane, for the whole village to consider proposals.
2006/105 To Appoint Heritage Warden
No response had been received from the advert in Outreach magazine and as current articles were still being published - had the Heritage Warden really resigned?
2006/106 To Receive Reports
- Burial Ground - no meeting had taken place.

- Footpath/Cycle path to Cottesmore
